Foreword
ISO (the International Organization for Standardization) and IEC (the International Electrotechnical Commission) form the specialized system for worldwide standardization. National bodies that are members of ISO or IEC participate in the development of International Standards through technical committees established by the respective organization to deal with particular fields of technical activity. ISO and IEC technical committees collaborate in fields of mutual interest. Other international organizations, governmental and non-governmental, in liaison with ISO and IEC, also take part in the work.
In the field of information technology, ISO and IEC have established a joint technical committee, ISO/IEC JTC 1. Draft International Standards adopted by the joint technical committee are circulated to national bodies for voting. Publication as an International Standard requires approval by at least 75 % of the national bodies casting a vote.
International Standard ISO/IEC 6523-2 was prepared by Joint Technical Committee ISO/IEC JTC 1, Information technology, Subcommittee SC 32, Data management services.
This edition, together with ISO/IEC 6523-1:1998, cancels and replaces ISO 6523:1984, which has been technically revised.

1 Scope
This part of ISO/IEC 6523 specifies the procedure for registration of organization identification schemes, and the requirements for the administration of International Code Designator values, to designate these organization identification schemes.
2 Normative references

3 Definitions
For the purposes of this part of ISO/IEC 6523, the definitions given in ISO/IEC 6523-1 and the following definitions apply.

issuing organization (IO)
A body that assumes responsibility for the administration of a specific organization identification scheme.
3.2
sponsoring authority (SA)
A body recognized in accordance with the requirements of this part of ISO/IEC 6523, to receive proposals from issuing organizations for the registration of organization identification schemes and to submit applications to the registration authority.
3.3
registration authority (RA)
The body responsible for maintaining the register of organization identification schemes and for the issuance of ICD values.
